As far as I know, there are no replacement packs for the radio calls in FS. They're just too extensive, would be my guess. I'm not sure, but I think you would have to record the proper name of each and every place you visit! For the entire world, you'd have to spend a pretty big chunk of time sitting at the computer recording word after word and splicing stuff together.
Again, I'm not sure about all that, but it seems reasonable to me . . . but don't let that discourage you from looking.
