Is there any package that exists or that anyone can make that would make Chicago, IL look more realistic, like haze, buldings, cars, etc...?

Well you can close Meigs Field http://www.simviation.com/fs2004scenery41.htm or make it how it once was http://www.simviation.com/fs2004scenery92.htm
You can add some more buildings http://www.simviation.com/fs2004scenery65.htm
And of course sort out South Wacker Drive and its famous buildings http://www.simviation.com/fs2004scenery27.htm
