For simple Water Scenery/Effects I have always used "Flight Water Pro", since FS 2000...

It doesn't affect frame rates in any way, is simple and effective...
...trust me...
(Many others are over-the-top, and unrealistic)...!

For the sky, I am perfectly happy modifying the FS 2004 Default "Weather" Scenery... ...!
...a good excercise in learning all about different Weather systems... ...!

For FS2004, FS Skyworld is the only way to go.
