I want to create a fictional airport to use in FS2002/2004. Can anyone reccomend a good software or utility package?

Go ask the guys over in the scenery design forum. They get those types of questions all of the time and will give you a million and one options. Hope it helps!

You can use FSSC/A4W and EOD, or AFCAD2 and obplacer.xml (fs9 only)
