There are plans on this, and I would have to say this is the fifth or sixth time this question has been asked in as many months. I suggest someone make this a sticky, along with one of those dern questions about the jets from "Stealth".
Sorry, just had to rant a bit.
The Pelican is in the works by someone, I'm pretty sure. There are also some other aircraft from Halo being planned. Be patient, they will come.

well, if you are refering to my, now defunct "project Halo" which I was making all sorts of crazy stuff, its finished, as-in, im not working on it anymore because it is waaaay to hard

If your not worried about it being for flight sim, there are loads of Halo Ships built for the Orbiter sim
