I did that and posted the results in your other topic.

I resized the pic to 512X512 in Photoshop.

Then I saved it as a 24-bit .bmp.

I then converted it to a 32 bit with mips and no Alpha in ImageTool.

Why do you want an 8-bit ?

[edit]Also, replacing oceanheightfield.bmp with this picture will not make your water look like the picture. Oceanheightfield.bmp is not a texture like in an airplane texture folder. It is used for water effects.[/edit]
