Where are the utilities for creating scenery and airports for fsx?

For airport there is a choice of three: AFX from Flight1 which is payware. FSX Planner and Airport Design Editor are both free. Each of these has a web site and you can find out more about them by visiting the relevant forum at
www.fsdeveloper.com.
For other types of scenery then there are also several choices. SBuilderX and FSX KML can both create terrain and photo scenery. Airport Design Editor can also create simple terrain.
For placement of scenery objects there is Instant Scenery from Flight1 (payware) or Whisplacer (check for this at
www.fsdeveloper.com). Both FSX Planner and Airport Design Editor have some object placement capabilities as well.
Another tool that covers different aspects of design is SceneGenX.

Okay, I have prolonged this to much and am now getting kind of ticked off at how bad some airports look. I think I have to start from scratch because the buildings are placed wrong and there is no pavement. But I still don't know what program I should use. And what is AFCAD?

AFCAD is an airport design program(s) for FS2002 and FS2004, it will not work with FSX.....but afcad has become a generic term used to refer to airport design programs and the files they produce.
Of the programs that Jon mentioned, all those except the 2 payware from Flight1 require you to have the FSX SDK installed, so you must have the FSX Deluxe version.

I don't have dulexe. Does that mean I can't edit or create anything?

you have the same issue as me, you have to have someone else complie your AFCAD/ADE or any scenery for you, I made a airport a while back and asked scruffyduck to complie it, whitch it failed to do so because of errors.. and atleast to say it never saw FSX

AFX - which is payware - can create airports for FSX without the deLuxe Version. In the end you would pay more for AFX and the basic FSX edition than the deluxe edition and one of the free design tools. Also the deLuxe edition has a number of other additions. However, as mentioned above you could ask someone to compile your airport for you although that is not very practical in the long run.
