How to create a panel ?

Hello everybody,

First of all I'm totally new to designing so please go slow with me!

That being said here's what I want to do.

I have the AN225 in my collection of planes but as everybody else (I guess) I don't have an "real panel" or vc.
I've collected as much images of the actual cockpit as I could and would now like to start making a panel that's as close to the real thing as I can get. That's where I'm stuck.

I'm totally clueless on how to make a panel.
Which programs are being used to do this kind of thing?
