i have had flight sim 2004 for a long time now. is there any of the two program (Gmax+ fs sdk) on the install
disk as i would like to create my own scenery some day and i think i need some help.

You can find gmax on your fs2004 cd, don't know which one.
The help files and tutorials are horrible.
I suggest you take a look at "Stupid Idiots Guide For Gmax" by Hugh Shoults, which is a tutorial for making aircraft.

If you want scenery there are also many very good ones here:

The fs9 sdk will be found by googling, but I think they are not the usablest ones.

The dafault gmax tutorials are not "fs friendly"  but, if you do not have gmax experience, they are essential to understand the program!

THe SDKs  are downloadable form th eMicrosoft site ...   I'll have to hunt down the link, because the FS2004 pages have been removed.

The official fs2004 pages have already been removed, but they made some temporarily looking sites, that contain the links.
Due to them looking so temporarily I already downloaded all sdks, also those i don't need, and saved the links .

they also point to english sdk's, not german ones (as there aren't german ones )
