Can someone tell me how you make a brnad new non exicstent airport in AFCAD and also the lattitude and longtitude for it and a link to the latest version please my version is 44 months old.

Don't worry about the 'your version is XX months old.....', it just pops up now and then. The version (2.21) in the SimV downloads is the latest.

To start a new airport: Read the User Manual, 'Readme.htm', that is included.
