XML beginer

I 've started to learn xml to creat gauges. Because I am beginer, I want just to learn to make some switches, taxi lights, strobe lights, master switch etc. I have a question, expect the ON/OFF can I add also a NORM case? If Yes, in the cases, "0" is for the OFF? "1" for the ON? and for the NORM?
