TGA2 8bit RGBA format pls help !

im serching for a tool that can convert a tga image 2 a 8 bit 256 RGBA image
rgba is a 8 bit 256 color image whit an alpha layers on it
i need that tool for convert my gauge reflection image that i have made whit imagetools
