BIG noob question, What is AFCAD?

Ok, I havn't been around long enough to figure out what AFCAD is. I think I has somthing to do with programming AI, but could someone go into more depth. This would be aprieciated.

AFCAD is a freeware design program by Lee Swordy (in our files library) that let's you modify and create a PORTION of an airport's scenery.

AFCAD is a program used for building airports, pretty much.

Is that a freeware program? If so, where can I get it?
EDIT - Nevermind, it's on the FIRST PAGE of the FS2004 utilities page... aren't I smart?

Each time I Use it i get told it is out of date and then it Locks Up.
