I think the best freeware program for designing FS panesl, would have to be "CfgEdit". Very easy to use, though some glitches, but it work's to build panels from scratch.

Change the FS path to FS9 & try it. It won't read XML gauges but otherwise works fine. You asked for Freeware. If you want a fully compatible application you will have to purchase it. FS Panel Studio

Why not try CfgEdit? I use it for panel editing in all my MS sims.

I have just downloaded the PS Panel thing from the sticky and it has nothing in it.

Which sticky is that & what PS Panel thing are you talking about? I'm afraid you're not making much sense. :-/

PS. I note that you still haven't fixed your avatar. If you don't want my help just say so. :P

I use CfgEdit for all of my panels, and don't worry about the the FS pathy. What I did was I neamed a folder called "Flight Simulator 2000". I copied all the gauges from FS2K4 to the FS2K folder. I works for me! Cfgedit is also pretty good for making your internal views and virtual cockpits.
