This is not that hard if you google the word you can find some good resoures on how to use it. All you have to do is to define the area you want to exclude you start in one corner and work your way around the only tricky part is you have to start in the correct corner and for life of me I am not sure which one it is.

Get youself ExcBuilderV2 it is very very simple to use.

Basically, in FS2004 slew to the south west corner to form a square over the area containing the objects you want to exclude.  Hit space bar so pointing north (not sure why but seems to help) then select these coordinates in ExcBuilder.  Slew in FS to the NW corner and then select the coordinates again in ExcBuilder.

Follow the remaining instructions which will create the file in your scenery folder and that is it.  Just read the instructions that come with the program.

Per the Readme, did you install the 2 additional downloads required by ExcBuilder?

FS2004 Bglcomp sdk. This is required to compile the .bgl file.

Fsconnect(.dll). Required to communicate with the sim to grab coordinates.

"I couldn't figure out where to paste the flatten line in the scenerg.cfg."

It can go anywhere but it's best to create a New Scenery and place it in there. Here's a sceenshot (with notes) of my scenery.CFG file with FLATTEX, Exclude and Flatten switches added:

Reference cited: Mario's Readme:
"11. Now you have enough data to produce "Rectangular Flatten" line or an "Exclude" line: simply press the "Generate SCENERY.CFG Line" button, then copy the generated line to the clipboard and paste it to the SCENERY.CFG file."
