Scenery design question

What's the best freeware scenery design utility/program that lets me design cities and such for fs2004?

My vote would go to SBuilder

It will do everything needed to redesign the landscape and add objects (will place both the FS2004 .mdl based library objects as well as the older .api objects).

About the only thing it wont do is design new objects.

Scenery.org has a number of tutorials for SBuilder, including one on installing Sbuilder with the latest revisions. (Scroll down to the SBuilder: section.)

So it won't let me create fictional cities on the north pole, for example?

I have airport 2.60, but in fs9, the skyscrapers dissapear when i get close or view them from a certain angle.
