What program is used to edit cfg. files?

im trying to add a weapons effects to a fighter i have.

and the instructions say " Edit cfg. file to say _______(the blank is whati need to do) "

so i need a program to edit the cfg. file

You can use Notepad.  When you get the 'Open' dialog make sure the 'Files of type:' box is set to 'All Files'
