Found one a month or so ago, reported to be a new add-on at the time, the creator is fernmarques@yahoo.com but I don't recall from what source it came from (it is freeware though).  This not only has buildings, but vehicles, aircraft and people populating the base, as well as some green-skinned creatures ;D all in all it's quite nice.

The one in CAFedm's post (my favorite!):

http://www.simviation.com/fs2004scenery69.htm

It goes heavy on the frames, but with a little deleting (filenames make it easy to know what's what) it can be a really nice little place . . . comes with some really nice eye candy and a couple of surprises.  Go see the flashing white light! ;)
