Panel Editor

CfgEdit was originally developed for FS2000. http://www.cfgedit.com/index-cfgedit.html
It will work fine for FS9 panels if you point it at the FS9 root directory. The only thing it can't do is read the later XML gauges. Once you're familiar with panels this shouldn't be a problem.
