does anyone know how to put pictures in fs2002 panels?

I'm not quite sure what you mean. You can edit the panel BMP images in most graphics editors. They should be saved in the original 8 bit (256 colours).

Do you mean like the photo's WW2 pilots put in their cockpit of their girlfriends and/or family?

You can add a pic with any decent paint program. The clarity will depend upon the size of the picture as compared to the size of the total screen.
