Creating 8/256 Highlight whit alfa help !

now i need to made some glass reflect on my gauges !
to made it more cool !
but i have a litle trouble ?
my question is what programme i need for making my 256 8 bit bmp file whit alpha ?
have try dxtbmp programme for making my alpha but its not working on a 8 bit 256 color texture
have try bmp 2000 and image tool programme but none was able to make a 256 8 bit image whit alpha ???
i know that photoshop and corel draw can do a 256 8 bit image whit alpha but i have none of this programme.
is there some litle free programme i can find some where on the web to made or convert an image in
256/8 bit format whit alpha ? pls help !
