You shouldn't need one. Load a default panel in CfgEdit & use that as an example. Play around with it & move or replace a few gauges. You should soon get the hang of it. I think CFgEdit backs up Panel.cfg if you change it but take a backup copy first to be on the safe side.
Please bear in mind that CfgEdit cannot handle XML gauges.
