Is there any way of creating gauges for FS9, that;

  A) Is free
  B) Does not require expirience in programming codes.

Also, is there a freeware panel editor (like CFGedit) for FS2004?

XML gauges would probably be the easiest. I haven't tried it but from what I can gather it's more like CFG file editing. You can get full details in the appropriate FS9 SDK.

CfgEdit works perfectly well in FS9. Simply set the FS2000 option to the FS9 path. Ironically the only thing it can't do is recognise XML gauges.

 You might want to look at my reply to "fighters" in response to his query "edit/create panels" re my tutorial/workbook "Simple Panel Design".

 There's a couple of sections in my tutorial that cover gauge basics, one which describes XML gauges.  There's a workbook exercise on XML gauges that walks you through the steps to modify an existing XML gauge to create a new gauge (an XML radio altimeter).

 Maybe it'll help you.
