sorry if this is the wrong place but it said CFG edit in the description, but it just doesnt seem like the right place
anyway, what do i use to open and edit CFG files?

You're welcome.
I have never seen a .cfg or .ini file, in any program, that could not be opened and edited with notepad. Save yourself the trouble and associate .cfg and .ini files with notepad.

If you want to edit panel.cfg files, there is a program called CfgEdit which does this...
