Is there scenery program for FS2004 that downloads  my airport so i Can edited them? And is not AFCad!!

The problem here is knowing where to find the bgl file for your airport. There is a bgl decompiler out there not sure of its name
AFCAD will allow you to edit any of FS2004 airports. Just make sure you have the correct version I think it is 2.2 for FS2004.
I have used this to alter KATL KJAX KMCO and many other airports.
With AFCAD you can alter a airport just about any way you want to.
