I had this problem making an A10 Warthog panel a while back. I sorted, with much cursing, and use of CFG Edit. I you ain't got it, get it!
http://www.cfgedit.com/ to download. I can't remember exactly what I did with it though. Sorry....

Thanks Dan I will check out the site, my copy of CFGEdit. only goes up to FS2000. Hopefully the new copy will do what I need.

Glitch. CfgEdit was intended for FS98, CFS1, FS2000 & CFS2. I doubt the latest one posted on the link Dan gave you is any different to the one posted at SimV. The FS2000 directory path can easily be redirected to FS2002 or FS2004 from CfgEdit Options. It will work fine with both apart from not recognising the later XML gauges. This is no problem if you're familiar with Panel.cfg.

Hagar is right, there is no new CFGEdit, I am still using the old reliable version and it does work with FS9, although it won't read the XML or CAB gauge formats. But still works great.
To change the position of the panel or bring the sky down, open CFGEdit, select your acft. then navigate through "Windows" and then "Set default position". Here you can play around with various aspects.

Just to clarify the position regarding XML gauges. Not surprisingly there seems to be some confusion over this. XML gauges can be configured in a compressed CAB (cabinet) format similar to a zipfile or in an ordinary folder. Both will work if pasted into the Gauges directory of FS2002 & FS9. The default XML gauges are in CAB format. CfgEdit will not read XML gauges in either format.

Thanks guys! I diddled with the panel using FSEdit and manual editing in notepad. Just took a little while longer. I have a copy of the panel when it was giving me problems I may try CFGEdit on. But here is a pic of the one I got finished

Just a rework of the standard lear 45 panel and guages with a coupla extra guages that I like.
