New FS2004 SDK

I read whats included in the new guages SDK just released by MS.  It said there is a gauges.h file included. Does that mean that they included the normal default guages in 2004 itself?  Does that mean that if I have them I should be able to use FS2004 panels which rely on many default guages with FS2002?

 I could be out in left feild, but it was my understanding that you can not use any FS2004 panels for FS2002 something to do with the way it sees them, can not rember now what the differance is. But that is what I read somewhere.
