I am not sure but you may be opeingd up a can of worms, by editing gauges in the panel cfg file.The easy way to alter panels is to use CFGEDIT or a Panel design program from flight one. CFGEDIT edit will not alow you to edit xml gauges. And they will not display them correctly either.
The program from flight one is what I use and it works great. It is payware but reasonably priced. This program allows you to edit or design new panels even Virtual panels, and you can edit xml gauges as well. Comes with a Great help file in PDF format so make sure you have the PDF reader.
