Well, the program was originally designed for FS2000, but it seems to work well in 2k2 and 2k4.

Its the freeware version of FS Panel Studio (payware) which works amazingly well in desiging panels). I haven't ever tested it in 2k4 (don't own it) but I have heard that it works just the same.
