Scenery Editing

I have a problem :(
I need to remove 1 building from the scenery around London City Airport (EGLC).
It's the tall white tower-block that's just on your right as you fly out from runway 28 - towards central London.

All I want to do is edit the current scenery rather than create a new one for that area - are there any FREEWARE programs that allow me to do that?

If not could someone please do it for me, would be much appreciated as I have added new runways (Fictional) and the damn thing is in the way!  >:(
