Scenery Program

Hi guys,
           is there a scenery design program that you can load a background image onto it and also creates an AFCAD file for AI aircraft?

Try FSSC  :)

http://fssc.avsim.net/

To use a background image, open up FSSC and right click with the mouse anywhere on the page. Cycle down to New Misc. Objects and click on Background Image.

But FSSC won't create an AFCAD file for you though. Er...you need AFCAD for that!
