Is it an application to make a Fs2002 panel?

on this page the onlyone for Fs2002 is FSpanelstudio but it cost 25$ and I have'nt got them at the time

Take some time..study the syntax of a panel.cgf file and experiment editing it using WordPad. Then play around with some of the background bitmaps using Pixia (free download).

With those two tools, you can do almost anytning to a panel..including designing one from scratch. All for free (excluding your time)..Plus it's fun.

I have already modify some panel that I did not like. but it took me about 3 weeks for the first one because I don't understand the coordinate settings and I still have many problem with it
