Panel creator

Anyone know of a freewhere panel editing program that works with fs2002?

Although it was created for FS98/2000, you'll find that CFGEdit works OK for most purposes. It doesn't like the simlicons and other new type gauge formats tho

Are you looking for an editor or creator? If you want to edit panels you can do it with FSEdit (it comes with the pro version of FS, I don't know if it comes with standard version).

The simplest panel editor is of course Notepad, used in conjunction with M$ Paint. The onboard (FS2000 & FS2002 Pro only) FSEdit can be used but I find it so unstable I would not recommend it. If you need something a little more user-friendly for positioning the gauges try CfgEdit. It will read all but the latest XML style gauges. This small drawback can be overcome with a little knowledge & ingenuity. CfgEdit will suit all but the serious panel designer & I highly recommend trying it. If at some time you want to go further it might be worth considering FS Panel Studio (the fully FS2002-compatible version). This is payware but has extra features for creating gauges etc. http://www.cfgedit.com/

I have to agree with Hagar.  CFGEdit is good, but the draw back is... you have to know what you are doing.  But, really if you are looking for a panel creator then you need something like I mentioned above (or a lot of skill), but if you just want to edit existing panels, then CFGEdit is for you.  See... I thought the aircraft editor only came with the PRO Editions (I guess M$ figured that it too was worth another $20, it isn't... it sucks, and again Hagar is right... VERY unstable).
