Is there an available program that will
allow one to add light to existing gauges
in CFS panels

Try Chuck Dome's Makepink utility. I don't like sending you away from SimV but version 1.1 posted here is the one you need.
http://members.fortunecity.com/kc4wvl/2000fs_utili.htmlIt should work on the default gauges. Make backup copies of gauges you intend modifying just in case.
