Depends on what you want to do:

If you want to place static (non-moving) scenery objects, fssc mentioned by Alrot, can place the older macro objects. For the newer fs9 style library objects, the Rwy 12 Object Placer program,
http://www.simviation.com/fsdesign_scenery8.htm, can do that. In either case your 'pilot-able' ships cannot be placed as static scenery objects.

To use the pilot-able ships you basically program them as ai. You create an AFcad 'airport' and ai flightplans. Download Holger Sandmanns FS2004 AI Ships,
