AFCAD is an airport design program(s) for FS2002 and FS2004, it will not work with FSX.....but afcad has become a generic term used to refer to airport design programs and the files they produce.
Of the programs that Jon mentioned, all those except the 2 payware from Flight1 require you to have the FSX SDK installed, so you must have the FSX Deluxe version.

At that time [1909] the chief engineer was almost always the chief test pilot as well. That had the fortunate result of eliminating poor engineering early in aviation.
