Are you trying to compile a BGL XML object library or place the MDL directly using XML? I don't quite understand what CMD is - what is it? Has the MDL compiled successfully?

I was following instructions from a tutorial on compiling gmax files.  cmd is command line prompt, or something like that. you can open it by going Start > Run and then type "cmd".  You are evidently able to run the bglcomp.exe from that or something.

I'm now using RWY 12 which does everything for me!!  Its a much simpler program.  However, i would still like to design my own terminal for a fictional airport...

Sorry! - Rereading your post I can see you have exported your MDL from Gmax already. (Thought you were trying to manually export from Gmax using command prompt...)

If you are trying to create a BGL object library from your MDL so you can call the objects I can recommend using Arno's LibcreatorXML: http://www.scenerydesign.org/forum/showthread.php?t=52

You can then use ObplacerXML to place the objects contained in your library easily: http://www.scenerydesign.org/forum/showthread.php?t=65

Otherwise, the XML file produced by Gmax to place your MDL directly should compile to a BGL by dragging and dropping the file onto the bglcomp.exe
