Disabling a runway?

Is it possible to disable a runway using AFCAD2 but keep it as a taxiway? My local airport of EGAA has had runway 17/35 disabled for take-offs and landings, but it's still available as a taxiway for aircraft who need it.

Since FS has an annoying habit of putting traffic on 17/35 (shorter than 07/25), I'd really like to disable it.

I'm totally new to AFCAD, so any help would be appreciated!

I know there is a way to change the default FS runway, I am not sure how though. Which version of FS are we talking about. FS will always use the runway angled best into the wind in Flight Sim 2002, in 2004 it will still do this but make more runways available. So really you just gotta find out the scenery files and change the default AI runway.
