I recommend a scenery design program, such as Derek Leung's FS Scenery Creator.  This will allow you to create an airport from scratch to display in fs2002.  I'm not familiar with other programs, but with FS Scenery Creator you can add different types of buildings in addition to runways, taxiways, etc.

If you intend to fly in and out of the airport you're creating, you'll also need to use AFCAD to create a new airport file to icorporate into the traffic.bgl file of fs2002 for ATC purposes, and, if necessary, for AI traffic as well.

Sounds like fun.  Let us know how it goes...... :)

First, I suggest you browse through the Simviation Design sections.
http://www.simviation.com/fsdutilsdesn.htm
When you find something that suits you it's a good idea to regularly check the developers' own sites for the latest upgrades.

Now you're on the correct board on this forum please read through some of the previous topics. We're a friendly lot & always willng to give help but it gets tedious answering the same old questions time after time.  ;)
