I been doing repaints of the UH-1H done by Jordan Moore and I would like to know two things one is, is it ok to put this repaint out for download.  Two is is this repaint good enough to be a download.

You need to ask the author about the first question. As for the second, i would let those who download it decide.

Sure, just don't decide to make the repaint "payware" and for ppl who download would have their own opinions wheather the repaint is appreciated.

Most authors include their email in their readme file. If he didn't, he might have forgot. Try downloading something else he's done. Make sure you read his readme file closely as he might have given blanket permission for repainters to paint and release his aircraft, which means you won't have to contact him.
