I've encountered this a couple of times recently. Try zooming in, then zooming out to see if they clear. If so, the mip maps are screwy. I guess you're using DXTBmp to convert the textures, so uncheck the little box titled "Include When Saving" under the MipMaps settings on the right side of the interface. That should clear it up.
