Bring it into focus

I may not be the sharpest tool in the shed, but I would like to know why some of the repaint downloads on this site show great when I get them loaded (eg.Worldrally04 for the DC-3) then recently, I downloaded the Baron SimV Repaint and they do not look like the quality work I usually see here.
Any ideas how to clean these up?

The Baron fileformat is: Extended 16bit 565. Using DXTbmp, convert Beech_Baron_58_T.BMP to DXT3 format (same as wr04 DC-3) .
