Is there a way that I can repaint an aircraft in MS Paint or do I need a form of PSP?

Yup, you can do it in mspaint.. if you want your textures to look like theyve been done with a can of spraypaint.
Or you could get Pixia or Gimp or even splash out and get PSP or Photoshop.. ;D
DXT is required to convert dxt bmp to 32bit bmp..
