How to open bmp's

I use Photoshop 7, and I looking to begin doing repaints for aircraft.  I'm making a Halo 2 repaint of the kirk ollson f-16.  How do I open the textures in Photoshop?  Do I need a special plug in of sorts?  I appreciate any help.

You need either DXTbmp, or imagetool.exe to convert the compressed bitmaps to one that you can open in photoshop, and to convert back into fs campatible format (dxt3 or 32bit)
