Buy FSRepaint from abacuspub.com for $29. It comes with instructions. Works real good and lasts a long time.

Imagetool comes with one of the Microsoft SDK's, DXTBmp you can download from http://www.mnwright.btinternet.co.uk/. You will also need a painting program that supports layers. Get Paint Shop Pro if you can, otherwise go for a freeware program like Pixia http://park18.wakwak.com/~pixia/.

All you need is a good painting program (which can be freeware) and dxtbmp, which is also freeware.
JASC has a time restricted full featured trial of PaintShop Pro, but after that you've got to pay for it. Paying for your programs, is not required though. There are many free programs which do the same things as the others.
