Where can I find and down load a Freeware Repaint program?

While you can use MS Paint (in a pinch), you should consider one of the paint programs that supports layers, like Gimp!, pixia, and

Gimp! and pixia can be dowloaded from links in the Simviation utilities.

Completely free with no restrictions. Similar to Paint Shop Pro with the advanced features (like Layers) that you really need for repainting.

It has a few little peculiarities like most free graphics editors. These can be easily overcome.

PS. I suggest you try them all to see which one suits you best. Some people use more than one for the different features & functions. You will almost certainly need DXTBmp for converting the textures. http://www.mnwright.btinternet.co.uk/programs/dxtbmp.htm

Personally I use Photoshop 7.0 but most tuorials seem to work with Paint shop pro which is arguably as good and a whole lot cheaper.

Yes indeed you can, but its very basic and hasnt really improved any since windows 95. You would be far better getting hold of a decent program like PSP which will costa few quid.
If you dont want to spend the money then many computer magazines have paint programs included on their free cd from time to time. They are usually older versions but quite adequate.

If you're just trying it you don't want to spend out on something you might have no use for. The free graphics editors that Felix & I mentioned are perfectly suitable for repainting textures. They're in fact better than many commercial applications.

You can use paint, I used to, but most planes (including the default FS planes) have compressed textures, and just show up blank. If you are going to become a serious repainter, I recomend purchasing FS repaint by Abacus. Sadly it costs

I use a combination of Photoshop CS and DxtBMP.  Of course, Photoshop CS isn't free, so I recommend the program Hager mentioned (PhotoPlus 5.5).

It's a REALLY good program, if you get the chance, get it

Otherwise, you could try Pixia, it's similar to PSP
