Tom Gibson's Repainting tutorial (check the FFDS Tutorials site for the link) is based on PSP.

Or do a search for Garry Smiths site in Australia (I can't find the address at the minute).
He has done a BRILLIANT step by step guid to repainting with illustrations. Its fab. Pity I'm artistically challenged ::)
