Can you use Adobe Photoshop to repaint and if you can how would you go about it?  If you can't which type of program would you recommend?

Photoshop is ideal for repainting - providing you know how to use it. Depending on which sim this is for you will almost certainly need DXTBmp.  http://www.mnwright.btinternet.co.uk/index.htm
Read the instructions in DXTBmp Help carefully. Use it to convert the texture for editing in Photoshop. After repainting, save your work & reload the texture in DXTBmp to save it out in the appropriate FS texture format.

Yes. For CFS1 you would be better off with ConvR8 from the same site. It will convert & save the commonly used AF texture format. Treat them as R8 & save out using the appropriate file extension. (e.g myplane.0af)
Some later CFS1 aircraft have 8 bit BMP textures which can be read directly by Photoshop. These can also be converted back to the correct 8 bit format with ConvR8.
