Photo editors?

I've been thinking of getting one of the big photo editors, but I want to know which one is the best for repainting and screenshot editing. And not one of the $1,000+ editors, something like $50 please.

Photoshop off of eBay is your best bet.  It's slot better than the less expensive ones and I personally think the interface is more user friendly, especially if your a beginning painter. ;)

I've downloaded some trial versions of I think PSP and it runs really slow, is this something that would happen with Photoshop?

Me having 100s of plugins notice some slowing but it's still fast compared to psp ;)
