Can I use the latest Photoshop elements do you need to make repaints for FSX planes?  I have been thinking about purchasing it for other reasons, and this might be the deal-breaker.  So...  Does it have the capability to open/edit/save the FS kind of bmp, or dds file-types?  Thanks,

There is a free plug-in available for Photoshop that will allow it to handle DDS textures.

For the other types of extended bitmaps used by MSFS you will need another program to convert the files.

There are free options available for that. One is ImageTool which is included in the FSX SDK.

Or the excellent DXTBmp by Martin Wright.
